Register a business
Every firm, partnership, cooperative and sole trader in the ISEZ is entered in the Register of Firms, kept by the ministry since 1993 (until 2006 by the territorial Office of Economic Planning). Registration is done in person at the district offices; e-Irad takes pre-applications.
Until 30 November 2026 an extract from the Register (form RF-8) is issued only on showing the slip of the 2026 business census (Executive Directive 2026/24).
Five steps
- Choose the form. A sole trader (jeke ishker) registers in person; a company, partnership or cooperative registers through its director or a person with a notarised power of attorney.
- Fill in form RF-1 in the state language or in English (Russian is accepted with a translation into the state language, art. 6 of the Business Registration Act).
- Pay the registration fee by payment order BI-0401 at any bank: 300 som for a sole trader, 1,500 som for a company or partnership, 600 som for a cooperative.
- Bring the originals to the Register of Firms office of your district: identity card or passport, the charter (for a company), proof of the address of the business and the receipt.
- Collect the certificate after five working days. The firm is then entered with the district tax inspectorate automatically; a separate visit is needed only for a trade that needs a licence.
Pre-application on e-Irad saves the queue at the window but does not replace the visit: the originals are checked in person.

Kymyz under 2.5% alcohol is not an alcoholic drink for licensing (IST 7-97). Sellers of kymyz at the roadside need only registration as a sole trader.
