Questions and answers

Answers to the questions most often asked of the business hotline.

Registration

Can I register a business online?

Not yet. You can send a pre-application on e-Irad, which saves the queue at the window, but the originals are checked in person at the Register of Firms office of your district.

Why am I asked for a census slip to get an extract?

Executive Directive 2026/24 ties extracts from the Register of Firms to the business census until 30 November 2026. If no enumerator has visited you, the Territorial Statistics Office at Jibek Jolu Avenue 58 gives the slip when you fill in form TSO-26.

Taxes

Is there VAT in the ISEZ?

No. The ISEZ has a sales tax of 12% on most retail sales and services, paid monthly by the seller. Small traders on a patent pay a fixed monthly sum instead.

Who collects the royalties on oil and antimony?

Not the State Tax Service. Royalties and export duties are deducted from export proceeds held in escrow at Talasbank, under the Irad Foreign Trade Escrow Authority. Royalty rates are set by the Hydrocarbon and Mining Code; licences are issued by the Ministry of Natural Resources.

Prices

Will the ministry fix the price of bread?

The State Anti-Inflation Programme, from 1 January 2027, provides for a monthly published table of prices and a closer watch on margins and fuel pricing. It does not fix prices. The full text will be published before it takes effect.

Which exchange rate does the ministry use?

The official rate of the Bank of Irad, in all its publications and orders.

Foreign workers

I missed the quarterly window. Can I apply later?

No. Applications are received only in the first working week of each quarter. The next window is 4–8 January 2027.
